It could be appropriate to use dockboards or scaffolding systems to access the item during asset inspections. The two risks associated with these designs, according to OSHA 29 CRF 1910 Subpart D, are the structure's actual collapse and the high probability of falling.

To eliminate structural failure, employers must ensure that each dockboard used can sustain the maximum loads expected, and scaffolds must meet all of the requirements outlined in OSHA standard 29 CRF 1926 Subpart L, including “each scaffold and scaffold component shall be capable of supporting, without failure, its own weight and at least 4 times the rated load.”
